For this, it is necessary to raise disaster-prevention consciousness and encourage the growth of local residents' independent disaster-prevention organizations, and give substantial training.
In addition, to prevent fire disaster after an earthquake, it is necessary to investigate the causes of earthquake fires so that countermeasures can be taken, to raise consciousness of not allowing fires to start after an earthquake, and also to promote the installation of fire extinguishers in the home and the use of heaters fitted with automatic earthquake sensors.
(2) Creating the right environment for volunteer activities
When a large-scale disaster occurs, great expectation is placed on volunteer activities. For example, it is necessary to register beforehand as volunteers people who have completed first-aid courses held by fire defence organizations and who are willing to give emergency care to the injured, and to establish a system so that volunteers can act effectively in a disaster.
Thus, it is necessary to create the right environment for volunteer activities, by investigating ways for local governments and volunteers to cooperate so that volunteer work can be effectively undertaken in times of disaster.
